The Software Toolworks was founded in 1980 by Walt Bilofsky in Los Angeles, California. Initially focused on utilities and software for early personal computers, the company quickly transitioned into a major player in the video game industry during the late 1980s and early 1990s, operating as both an innovative developer and a prolific publisher.

The company achieved massive global mainstream recognition through its strategic partnerships with major companies, most notably Nintendo. They developed and published Mario Is Missing! (1992), a landmark educational adventure game. In this unique title, Luigi takes center stage as the protagonist, traveling across real-world geographical locations to rescue a captured Mario while teaching players geography, history, and culture.
